The Chair called the meeting to order on Treaty 6 Territory and the Traditional Homeland of the Métis People and confirmed roll call. She welcomed new Board Member Jenelyn Santos Ong to the Board.

  • Attended the14th annual SPS Diversity Breakfast to mark the International Day for the Elimination of Racial Discrimination;

Interim Chief Haye spoke to the following:

  • Met with SPS Advisory Committees regarding the Officer of the Treaty Commissioner - Truth, Reconciliation and Treaty Implementation Project;
  • SPS has received recommendations from the Myles Sanderson inquest, including establishing a dedicated team tasked with arresting individuals who are subject to outstanding warrants for their arrest. The service is not able to form a warrant team at this time;
  • Attended several events for Black History Month;
  • Attended an event for Human Traffic Awareness Day on February 22, 2024;
  • Attended the14th annual SPS Diversity Breakfast to mark the International Day for the Elimination of Racial Discrimination;
  • Save the date – Badge Shield Star Dinner – April 24, 2024. Invitations will be provided to the Board; and
  • Canadian Association of Chief of Police Conference to be held June 4 and 5, 2024 at Waneskewin.

City Council, at its Regular Business meeting held on February 28, 2024, considered the above matter and resolved in part that the Administration report back through a formal request to the BOPC as may be needed on the crime statistics in Fairhaven from December 2021 to the end of January 2024 and that the Administration report on what measures have been put in place to address the rise in crime.

City Clerk Tittemore presented the item and responded to questions of the Board.

A report of the Interim Chief of Police was provided.

Earl Warwick, Director of Finance and Asset Management was in attendance and presented the report. He answered questions of the Board along with Interim Chief Haye.

    That the Saskatoon Police Service (SPS) report back in collaboration with City of Saskatoon Finance Department about what options could be explored for reporting of SPS Audit results to the Board of Police Commissioners.

A report of the Interim Chief of Police was provided.

Interim Chief Haye introduced the item. Sergeant Aaron Moser was in attendance and presented the report. Interim Chief Haye responded to questions of the Board.

    That the Board of Police Commissioners correspond with the Ministry of Social Services and Ministry of Corrections and Policing to urge increased promotion of the Missing Youth Sask App and other policies or procedures to improve the quality of missing person reports from group homes.

At its meeting held on October 19, 2023 the Board considered a report of the Chief of Police dated October 10, 2023 and resolved in part that the Administration report on existing programs for community policing and identify opportunities to achieve greater proactivity in neighbourhoods with disproportionate crime rates to embrace opportunities for co-creating community safety.


In this regard, a report of the Interim Chief of Police was provided along with a letter from Sherry Tarasoff, dated March 18, 2024.

Superintendent Darren Pringle was in attendance and presented the report with a PowerPoint.  Superintendent Pringle responded to questions of the Board along with Interim Chief Haye and Deputy Chief McBride.

The Board completed its In Camera session at 5:15 p.m. and reconvened  publicly to rise and report, as follows:
